The Role of The Lord-Lieutenant

The Lord-Lieutenant is an important non-political representative of the county, helping to encourage and promote the good of the community through the voluntary and civic life of the county. It is an honorary appointment.

Lord-Lieutenants and their Deputy Lieutenants are among the oldest public offices in England. Their duties include:

• formally receiving The King, members of the Royal Family or heads of state when they visit the East Riding of Yorkshire and the City of Kingston upon Hull
• acting on behalf of The King in presenting awards and honours
• maintaining links with the armed forces and emergency services
• supporting the civic life of the county, working with local councils and agencies, the emergency services, schools, charities and the voluntary sector.

Mr. James Dick, OBE

HM Lord-Lieutenant of the East Riding of Yorkshire

Mr. Dick was appointed HM Lord-Lieutenant on 3 November 2019. He had a highly successful career with the Hull-based medical device company Smith and Nephew, the last seven years as Global President of the Wound Management Division.

Since retirement, he has invested considerable time and energy into voluntary work, most notably as the co-founder and Chair of CatZero, a charity which has transformed the lives of young people and families living in some of the most deprived communities in the region.

He has also served as Pro-Chancellor of the University of Hull; founder and Chair of Trustees of the Smile Foundation, supporting local charities; a co-founder and director of local radio station KCFM and co-founder and former Chair of the Bondholders, an organisation responsible for marketing the Humber region.

He has also held a range of non-executive directorships with private and listed companies.

Deputy Lieutenants (DLs)

The Role of Deputy Lieutenants

The Lord-Lieutenant appoints a team of Deputy Lieutenants to assist in supporting and promoting the Lieutenancy in the East Riding of Yorkshire and represent the Lord-Lieutenant at public duties when required to do so.

Deputies do not receive payment for undertaking duties and their service to the county is entirely voluntary.

Deputy Lieutenants are appointed for their service to the local community, county and national life and who reflect the diversity of the area.

The number of Deputy Lieutenants vary according to the number of inhabitants within the Lieutenancy area.

New Deputy Lieutenants appointed

The Lord-Lieutenant of the East Riding of Yorkshire, Mr James Dick OBE, is pleased to announce the appointment of four new Deputy Lieutenants.

These appointments reflect the continued commitment to strengthening and promoting the work of the Lieutenancy across the East Riding of Yorkshire.

The newly-appointed Deputy Lieutenants will join the existing team in supporting the Lord-Lieutenant in his role as His Majesty The King’s personal representative in the East Riding of Yorkshire and the city of Kingston upon Hull.

The new Deputy Lieutenants are:

Caroline Heaton, JP

Caroline has a medical background having worked as a Registered Nurse for many years before qualifying as a Psychotherapeutic Counsellor, and, for over nine years worked as a clinical service manager for a medical organisation.

She has been a Justice of the Peace for 30 years, and has been the chair of both the Humber Youth and Family Panels.

Caroline was elected as the Humber Bench Chair for three years, and is now the Deputy Bench Chair.

Caroline has been a governor at Withernsea Primary, Junior and Withernsea High School since March 2005, she was Chair of Governors (Autumn term 2011 to Autumn 2024) and Vice Chair of Governors from January 2025.

Judi Heaton, QPM

Judi grew up in West Yorkshire and left education to work in Scotland and the USA before returning to the UK and joining Humberside Police in 1991.

She also joined Cheshire Constabulary, as a Detective Chief Inspector, in 2006 returning to Humberside Police 5 years later.

She has been a Specialist Firearms Commander, and led many complex investigations, and was instrumental in key work to enable the force attain a Good Inspection outcome from previous poor grades.

More recently Judi was the Assistant Chief Constable of Police Scotland leading on Serious Crime, Public Protection, Local crime and forensics.  She also held a National Police Chief’s Council portfolio for Crime, managing the national software system used in murder and significant enquiries.

As a coach and mentor, she has helped different people and organisations including speaking at several events.

Judi retired in 2021 and became a trustee of local charity, Cat-zero. Having been retired for two years, she was asked by the Humberside Police and Crime Commissioner to step into the role of Chief Constable of Humberside and during this time, she ensured that the force remained focussed on public service and remained the best performing force nationally.

Judi retired again in 2025 and returned to her charity work and is still linked with local organisations to continue to promote community cohesion and life chances in the area.

She was awarded the Queen's Police Medal in New Year Honours 2022.

Professor Margaret Ikpoh

Margaret Ikpoh is the current Royal College of General Practitioners (RCGP) Vice Chair for Professional Development and Training Standards.

She has worked as a GP Partner in the East Riding of Yorkshire for 16 years. She is a lead clinician researcher and has had previous roles with the NIHR Yorkshire and Humber as a research champion for First5 GPs and AITs.

Margaret is the current National NIHR Settings lead for Primary Care and a Trustee for the Faculty of Medical Leadership and Management. She is the former Associate Director for Primary Care for Hull York Medical School. In 2021 she was voted the Fellow of the year at the RCGP Inspire awards.

She is the former co-Chair for the regional Primary Care Workforce Group with NHS England and Improvement for the North-East and Yorkshire Regional People Board and is still an active member.

In 2022 she was voted one of HSJ's top 50 most influential Black, Asian and minority ethnic figures in health. In 2024 she was awarded the Caribbean and African Health Network Special Recognition Award for Leadership in Primary Care, and was appointed as a Trustee for the Faculty of Medical Leadership and Management.

In 2025 Margaret Ikpoh was also appointed as Patron of the Caribbean and African Black Healthcare Awards, in recognition and celebration of her leadership, advocacy, and longstanding contributions to advancing equity within healthcare. She was also appointed as Patron of the National BAME Health and Care Awards, reflecting her profound commitment to serving communities that have long been marginalised or overlooked.

Peter Oluotch

Peter is the Chief Officer of Humber Community Advice Services (H-CAS), a Hull-based charity which he co-founded in 2012. The charity supports people from the global majority in Hull and the surrounding areas.

He is also a Trustee of Two Ridings Community Foundation, which raises money and distributes it to good causes across Yorkshire. Peter was previously a member of two Independent Scrutiny Panels under the Office of the Police and Crime Commissioner for Humberside – Hate Crime; and Use of Force panels. Before that, he was a panel member of the Humberside Criminal Justice Board’s Diversity Panel for several years.

Born and brought up in Kenya, Peter studied law in India, before admission to the Bar and working in Kenya as a lawyer for over 10 years. On coming to the UK, he did Masters degree courses in Business Administration (MBA); and in Law (LLM), specialising in International Law (including Human Rights law).

Peter has worked and raised a family in Hull for the past 22 years, supporting various communities; and has lived experience of the challenges and disadvantages that ethnic minority communities from different backgrounds face in England. He has an in-depth understanding of charity, human rights and other areas of law.

The new appointments bring the total of Deputy Lieutenants to 22.
